I have a neighbor who, after mowing, blows his clippings INTO THE STREET. It's because he's too damn lazy to pick them up with the mower. It so irks me. And it's against city code. I'm becoming the annoying neighbor who complains about grass clippings in the street and trees in the highwires. :D Leaf blowers are stupid.
