I love the Ogonquit area, and haven't been there for almost 20 years now. If the mail being tampered with is in an apartment building, then tampering with it is seen as a crime "trend" and the landlord can request a police surveillance camera, at which point the perp will be nailed. Most of these types of cameras don't look like cameras at all, and in all likelihood the person will be caught quickly. It's a thought, in any case.
